When the human started came out from the caves and settled into their owns built hut, discovered the fire, domesticated the animals and and latter began practicing the agriculture which transform their political view and opinion according to the need of time . Initially it was limited upto their survival like food and shelter , some some they conspired against each other for meat and hunting.
